Multimon is ok for free, but there is a better tool called Ultramon available from http://www.realtimesoft.com/ that displays a smart, moveable, XP like taskbar on the second monitor and also allows you to stretch your wallpaper across multiple screens.

This is an awesome little free app. Version 2.1 doesn't match all the characteristics of the task bar for me (color, size, won't go vertical). Maybe future versions will improve on aesthetics, but the function is great. It even adds a button to the title bar of each window that allows you to switch that window to the other monitor even when the window is maximized. Very cool!
