It should open a RUN box type services.msc and hit enter on your keyboard. In the list that shows up, find Background Int........., right click it and choose restart Rinse and repeat for Automatic Updates, if it's not there, look for Windows Updates and try that. If you are on Windows XP, Vista, or Windows 7 hold the Windows Key down on your keyboard (it is between ctrl and alt) and hit R at the same time. It should open a RUN box

In the list that shows up, find Background Int………, right click it and choose restart

Took me a minute or 2 to find Administrative tools. I right clicked start & chose to customise the start menu. Found admin tools & added it to the program list, then followed your instructions. Windows 7 is the same as Vista & you need to look for Windows update. Thanks Genius!!
